The task
The Procurement Division of a key central government department required an interim Chief Procurement Officer and Commercial Delivery Director to lead and provide strategic direction through a complex period of transformation; the overa l aim of which is to ultimately deliver £4 bi lion worth of cost savings. The position oversaw the spend of a multi-bi lion pound budget across Central Government including IT, Telecoms, Professional Services, Facilities Management & Properties, Energy & Utilities, Fleet & Travel, Communications and Media & Advertising. The role reported into the Chairman and CEO of the Procurement division so it was clear that the appropriate interim for the role needed to have experience of working at a similar level in previous assignments, as we l as having previous involvement in managing extremely large and multifaceted transformation projects and accustomed to dealing with budgets in the bi lions.
The solution
Momenta reviewed their ecosystem of ISO9001:2008 quality assured associates and identified the perfect candidate with experience of numerous C-level executive positions in FTSE 100 companies who had also worked as a Partner in one of the ‘Big Four’ professional services firms. The individual had experience across business sectors which include public sector, utilities, telecommunications & technology, healthcare, oil and gas, where he had been responsible for delivering circa $5 bi lion in savings within global and complex enterprise supply chain & procurement transformation programmes.
The outcome
After an initial six month contract during which a permanent successor was identified and contracted, the interim’s assignment was extended twice to include a further three months’ work to assist with the transition of commercial and procurement aspects of the £30 bi lion Defence and Overseas Government Departments (the Ministry of Defence, the Foreign and Commonwealth Office and the Department for International Development). Successful completion of this very high level and demanding interim assignment, as borne out by completion of not only the original assignment period, but also in securing two additional extensions and being retained to undertake a second role, is evidence of the overal suitability of the associate Momenta provided and ultimately of his ability to do the job that was required.
